Clips to hold back vessels during arm surgery left behind. Is this neglience ?

Had forearm tendon repair a year ago. continue to have sharp pain at surgical site and numbness down arm,can"t lift anything over 2 lb.due to extreme pain. x-ray taken 1 month ago shows 10 u shape clips floating close to the surface of my skin around large vessels. Dr. said it's normal to leave them in?
