Need help with dry skin on feet?

okay i have been getting dry skin on my feet and like my mom has it pretty bad on her feet but mine have just started getting dry and i put lotion on before i go to bed and put socks on but it doesn't make the dryness like go away it comes back and i was wondering if i could get rid of it for like ever but i don't know how if that's possible so please help? :)
