Blue screen on new laptop?

New aced laptop only 3 weeks old. Reset itself and now I get the blue screen called customer see they walked me through a factory reset but it did not finish now the laptop will tuen on but as soon as it starts up I get windows failed to load the restate. They said they would send me a recovery disk but not for another 10 days. Any ideas of how I can fix it
